Update on the Low Income Repair and Replacement Assistance Program (LIRAP), Local Initiative Projects (LIP) and Fund Balance Item Summary: NCTCOG staff will provide the RTC members with an update on LIRAP/LIP.
Overview of Historic Revenue Trends and Alternative Transportation Revenue Sources Recommendations Item Summary: NCTCOG staff will provide members with information on the declining purchasing power of traditional transportation revenue sources, the long-term transportation revenue impacts associated with increased electric vehicle use and discuss potential legislation on the topic.
5. Review RTC State Legislative Program and Issue Identification Item Summary: RTC members will be provided with an overview of the 2017 State Legislative Program for the 85th Texas Legislature. Members will be encouraged to discuss additional issues or problems that should be included in the next State Legislative Program. Staff will request a recommendation for RTC approval of the following items: • Approve a letter supporting the work being completed by the State Comptroller’s Office on research related to transportation revenue impacts associated with increased electric vehicle use and potential legislation on the topic. • Include support for the appropriation of the residual balance of previously collected LIRAP/LIP funds in the State Legislative Program. • Engage state officials by hosting a staff lunch/workshop for legislative staff on anticipated transportation issues in the legislature. The RTC State Legislative Program is included as Item 5.1, a scorecard is included as Item 5.2 and legislative topics to pursue, as presented at the December 2017 RTC meeting, are included as Item 5.3. 6.
