Collin County Public Transit Program Extension Presenter: Jessie Huddleston, NCTCOG Item Summary: Staff will provide an update on the Collin County Area Regional Transit (CCART) replacement service and request Regional Transportation Council (RTC) approval to extend the program. Background: CCART, a division of the Collin County Committee on Aging, provided public transportation services throughout Collin County until July 1, 2013. North Central Texas Council of Governments staff met with the affected transit providers and cities in the Dallas-Fort Worth-Arlington Urbanized Area and developed a plan to ensure that service continues through September 2014 to provide time for alternative funding and service arrangements to be made. The affected cities in Collin County have been working to address the service changes in their communities, but not all have been able to complete the process. Staff will request a 60-day extension of the program to allow cities to finish their transitions to new service providers. Details are provided in Reference Item 4.
Transportation Emission Reduction Summaries for the Region's State Implementation Plan (Postponed from the August 22 meeting) Presenter: Chris Klaus, NCTCOG Item Summary: Staff will highlight an inventory of regional transportation investments providing air quality reductions submitted to the Texas Commission on Environmental Quality (TCEQ) for inclusion in the region’s State Implementation Plan (SIP) update. Background: The TCEQ has been working on a Dallas-Fort Worth (DFW) SIP revision in response to the area being classified moderate nonattainment for the current 75 parts per billion 8-hour ozone standard. The DFW SIP is required to be completed and submitted to the Environmental Protection Agency no later than July 20, 2015. As part of this DFW SIP development and consistent with past efforts, the North Central Texas Council of Governments has compiled, summarized, and transmitted to the TCEQ a listing of completed and financially committed transportation projects, programs, partnerships, and policies, under the condition that they be included in the DFW SIP as good faith efforts at the local level with no commitments to emission benefits. Resulting emission benefits from these initiatives will be available for use by the Regional Transportation Council in, for example, future transportation conformities and necessary project substitutions. People Mover Initiative: Next Steps (Postponed from the August 22 meeting) Presenter: Tom Shelton, NCTCOG Item Summary: North Central Texas Council of Governments (NCTCOG) staff will present an overview of discussion from the recent People Mover Planning Workshop, summary of the survey conducted during the Workshop, and a description of possible next steps. Background: On June 27, 2014, a People Mover Planning Workshop was conducted with presentations heard from representatives of nearly a dozen regional project opportunities for people-mover technology. A consensus was reached among the participants that a coordinated regional effort was warranted in order to achieve cost efficiencies, minimize potential operational costs, and possibly reduce spare-part needs, long-term maintenance, and replacement costs.
Upcoming Priorities: November Proposition 1, North Texas Tollway Authority/Regional Transportation Priorities, Texas Transportation Commission Presentation, and High-Speed Rail Presenter: Michael Morris, NCTCOG Item Summary: Staff will highlight recent events impacting transportation in the region. Background: The Commission for High-Speed Rail in the Dallas/Fort Worth Region met recently along with the Texas Transportation Commission. These meeting were held in Dallas. Legislative opportunities are also being developed, as well as support for Proposition 1. Michael Morris, Councilmember Jungus Jordan, and Judge Keith Self have been appointed to a statewide committee to propose an allocation of Proposition 1 funds to the Texas Transportation Commission. Staff will highlight these initiatives.
Public Participation Plan Revisions Presenter: Amanda Wilson, NCTCOG Item Summary: Staff has developed proposed updates to the Public Participation Plan that outlines how the North Central Texas Council of Governments Transportation Department informs and gathers input from North Texans. A summary of proposed changes and schedule for incorporating updates will be presented. Background: Approved by the Regional Transportation Council in March 2010, the Public Participation Plan (Electronic Item 8) encourages an open exchange of information and ideas between the public and transportation decision makers. Consistent with federal regulations, the Public Participation Plan clearly defines the purpose and objectives for initiating public dialogue on transportation plans, programs, projects, policies and partnerships. It also includes as attachments the Language Assistance Plan and Title VI Complaint Procedures. Staff will present results of a recent communications and outreach survey and summarize proposed changes to the Public Participation Plan.
Legislative Update Presenter: Amanda Wilson, NCTCOG Item Summary: The Regional Transportation Council (RTC) will receive a federal and State legislative update. On the federal side, the United States (US) Congress returned this week from a five-week recess and must address fiscal year 2014 appropriations, as funding expires on September 30, 2014. Related to items within Texas, staff efforts to develop the RTC Legislative Program for the 84th Texas Legislature are underway. A draft RTC Legislative Program can be found in Electronic Item 9. Background: Transportation issues continue to be a focus for both the US Congress and the Texas Legislature. Congress recently approved a measure providing funding for the Highway Trust Fund and extending the surface transportation programs for ten months. The Texas Legislature continues to hold interim committee hearings as it prepares for the legislative session beginning January 13, 2015.

Background: The Mobility 2035 – 2013 Update was adopted by the Regional Transportation Council (RTC) in March 2013 and serves as the current long-range transportation plan for the Dallas-Fort Worth region. Since that time, transportation partners have continued to develop and refine projects recommended in the long-range plan. The plan will be strategically amended to accurately reflect the latest project-level assumptions on a small number of corridors seeking environmental clearance before the end of 2015. These strategic amendments will allow projects to meet critical deadlines and progress towards implementation. Electronic Item 10.1 includes changes to the major roadway corridors in the region. Electronic Item 10.2 includes changes to regionally significant arterials. Additionally, an air quality conformity analysis will be conducted to measure the effects of project changes to the emissions budgets identified for North Central Texas.
Results of Public Meeting on Managed Lanes: Impact to US 75 and IH 635 Presenter: Michael Morris, NCTCOG Item Summary: The North Central Texas Council of Governments and Texas Department of Transportation Dallas and Fort Worth Districts, in coordination with North Texas Tollway Authority, LBJ Express, and North Tarrant Express hosted Community Workshop public meetings on tolled managed lanes August 25 and 26 in Dallas and Euless, respectively. Background: North Texas has been and continues to be one of the fastest growing regions in the nation, leading to a greater demand on the transportation system. However, traditional transportation funding has remained mostly unchanged for many years. TEXpress Lanes and the proposed transition of High-Occupancy Vehicle (HOV) lanes to Express lanes are two types of facilities that help address transportation demand, air quality concerns, and expand mobility options. At the meetings, staff summarized the plan for current HOV lanes to be transitioned to managed lane operation as an interim configuration until permanent tolled managed lanes can be implemented. A map of the near-term managed lane system is provided in Electronic Item 11.1. A proposed strategy is contained in Electronic Item 11.2.
